Describe the bug

Currently, non-home facility non-admin users can access the log update in the patient consultation page

To Reproduce
Steps to reproduce the behavior:

  1. Go to patient consultation page using non-home users id
  2. Click on log update
  3. See error

Expected behavior

allow access to the open log update page for the home facility staff and admins only
