Patient Live and discharge switch tab is malfunctioning

Describe the bug

When we login in as a state admin to the patient tab and switch the patient list to discharge tab and try to switch back to live patients, it wont work, we will be stuck in discharge tab

To Reproduce
Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Expected behavior

the patient list switching should be working normally
