IndexOptimize @Indexes parameter value with exclusions is not working as we expect; what are we doing wrong?

We are executing IndexOptimize with the following parameter:

EXECUTE DBAdmin.IndexOptimize
  @Databases                          = 'USER_DATABASES'
  ,@Indexes                           = 'ALL_INDEXES, -%.Schema1.%, -%.Schema2.%, -%TablePrefix%'
  ,@UpdateStatistics                  = 'ALL'
  ,@OnlyModifiedStatistics            = 'Y'
  ,@StatisticsSample                  = 100

The net effect was that IndexOptimizxe performed no actions at all. What would be the correct way to exclude only the indexes in the two schemas and tables such as TablePrefix123, TablePrefix789, etc.?
