We need to provide ability to configure timebox between HTTP calls executed by scrapper.

In omni_scrapper repo it should be defined as an additional crawler argument.
In UI it should become available instantly, as soon as omniscrapper gem is updated.

This field should not be required, we can rely on some sane default.

Also seeds at this repo should be updated.
