Figure out how to use decorator syntax with CssGroup

For regular attributes, we can use decorator syntax, but that won't work for CssGroup attributes.

Perhaps something like this?

group = CssGroup(".whatever")

@group
@Css("thing")
def foo(self, value, element):
    return None
