task bootstrap:talos failing with "connection refused"

I have been following the Readme and I have been running into an issue where I get this error:

I can connect to the unconfigured node using talosctl get links -n 10.0.1.234 --insecure , but the bootstrap task is failing. Not sure why i am getting a connection refused.

It finished the bootstrap and I wasn't aware of that. Able to bootstrap:apps once I took a look at the node and saw it was associated with the cluster as expected.
