Issue To Be Solved

The Cadence mechanism to opt out of bridging should be deployed to Testnet prior to EVM launch so projects have time to implement the mechanism should they choose to.

Suggest A Solution

Deploy IBridgePermissions.cdc to Testnet. As-is, this contract is both 1.0 and backwards compatible, but it should also be staged for downstream checks where dependent contracts also need to stage their contracts.
