Update costs.csv

We have data/costs.csv file which incorporates some crucial changes to align parameters of the technologies with the regional specifics.

However, there are some issues with the nomenclature of the technologies available which is linked with this issue we share with the upstream repo. It would be great to cross-check the procedure of costs extraction to make sure that the custom changes are aligned with the current requirements of the modeling workflow
