create analog to test/sample_data mock data for a full course

first sample course @dogi said should have one step and all four kinds of questions
second ... is up to the @open-learning-exchange/developers to decide how it should look like
I suggest at least an empty step and generally more then one step

things to improve:

• since I do not have a Mac I do not wanna be asked for sudo

hilarious fact empty course had submission from non existing member
which are very bad mock data
