Add tracing to receivers

#8804 proposing tracing the consumer in order in order to have tracing across all components. This does not cover receivers.

Currently, receivers are traced to a certain extent. The receiverhelper already has ObsReport, which is used in receivers such as in the otlpreceiver. This level of tracing might be enough, but this issue is to ensure that this fits the use case for tracing all components.
