Define plan for after Collector 1.0 roadmap is finished #11742

Right now we are focusing on the Collector GA roadmap, but we want to have some sort of roadmap for after v1. This after v1 roadmap should include:

What are our higher priority items?
What can people do to help?

It should also cover:

What is our plan for stabilizing (if we so want to) the other distributions we officially release
What is our plan for stabilizing other components living in opentelemetry-collector-contrib
