Place consistency

Add a test to broker to check that Place is consistent across feeds (fields must match, and the data included in each must match. If @id is provided in either it must be provided in both).

location must include the same fields in both feeds (if indeed it’s the same location). This matters because some implementations normalise Place data, which means they take the latest Place and use it for both.
