When someone reports a comment we only automatically hide the comment from view. Taking any further action is longwinded making it more likely to fall through the cracks unless there are extraordinary circumstances.
A first pass at an improved flow in response to a reported comment could be as follows (inspired by how it works on Right to Know, which itself isn't perfect but works reasonably well!)
when the comment is reported and admin confirms comment needs attention
comment hidden publicly (which is an explicit action admin takes in the current admin view)
commenter is informed that their comment has been hidden
Furthermore
4) council emailed with a summary ie. that the comment was reported and Planning Alerts admin has removed the comment from view at Planning Alerts. Reporting to council could request feedback from them.
And finally
5) Thank the person who reported the comment, letting them know that we appreciate their concern for this community dialogue, and report back what action we have taken.

Note why it's been hidden. *Connect with clear guidance. Also see Add some light guidance for making comments #1853 on making a comment, akin to the 'House Rules' on Right to Know.
