Allow more ways for people to engage with applications (that go beyond just search)

Currently the site focuses a great deal on the primary entry point being our giant search box. From informal testing and a bit of a hunch I think the site could compliment people who wish to search with options to support people who wish to browse. We have some cool content that could be pushed up to the homepage such as 'most commented', applications by council and 'most recent'.
