Make the application comment form look more clearly a form and distinct from application comments so user can more effortlessly find it and increase chances of people getting active and making comments

Since we launched the new look and feel I've been noticing how the Make a Comment form is getting a bit lost in the design. It's just a really busy page. I've created a mock up that gives the form a much greater distinctive feel and includes more lively feeling of humaness with type and visuals.
