Perhaps could create "ambassador" role that facilitate the communication with authorities and people can wear badge of honor as "I am the ambassador with this authority" and perhaps put it in their CVs etc.

It would help keeping the contact details up and perhaps de-centralised / crowdsource organise-coordinate the maintance abit.
