Night PV datatimes doesnt get updated

It looks that the PV datetimes does not get updated, but on https://sldc.rajasthan.gov.in/rrvpnl/rajasthan-overview the datetime does get update. Also the datetime looks update on https://sldc.rajasthan.gov.in/rrvpnl/read-sftp?type=overview

I'm not sure whats better here, adding extra zeros into the database, or just leaving them as blank.

we can use dt.datetime.strptime("31 Jan 2024 15:30:46", "%d %b %Y %H:%M:%S") to get the 'data' object
