Detailed Description

Would be great to have a automatically way to deal with data drop outs

Context

pvnet_app is strict, so if one variable drops out, it fails.
useful for keep forecast running when one input data drops out
This follows on from Easy way to switch to ECMWF only model #123

Possible Implementation

if pvnet_app main forecast fails, then get airflow to trigger pvnet_app to run all single models
get blend service to load all single models and blend them together
