PR #919 is adding a new maintainer PR template. What other PR and issue templates would be useful for the project?

For issues, I'm thinking:

Question
Bug
Proposal

For PRs, I'm seeing:

New maintainer
Bug fix
New Feature

A few questions:

Are there objections to having templates?
Are there other templates we want/need?
Are there specific requests for the content of each template?
