Perform apertium-based automated translation for existing localization resources #1

Develop a basic script pipeline which retrieves resources requiring localization from the frontend repository and writes them into the local working directory.

Questions:

  1. Should the scripts also commit the newly-translated resources automatically?

Even though Mozilla Pontoon will not be implemented initially (see #2), we should follow the Pontoon implementation guidelines (particularly with regard to directory structure in this git repo) to ensure that it'll slot in nicely once available.

a1: Until the workflow is better understood, there's no need to automatically commit updated translations at this point.
