OEP-1: Updates for clarity & current realities

Problem

OEP-1 has lots of outdated information. Further, it's wordy and not very clear/approachable to new people coming on-board to their first written OEP or Arbitration role. @kdmccormick and @sarina are proposing a set of changes - they will write up changes individually and make separate PRs, requesting comment from the community on each.

Tasks

• Add a short, snappy tl;dr for OEP-1 #129 (in progress)
• Update OEP-1 to reflect that Process documents are continually evolving #130 (in progress)
• Add a tl;dr for Roles section in OEP-1 #131 (in progress)
• OEP-1: Put change PRs in CHANGELOG entries #132 (in progress)
• Update Process OEPs to put PRs in CHANGELOG entries #133 (blocked by 132)
• Update OEP-1's process for changes to OEPs #134 (in progress)
• Update OEP-1 to give community, not original author, ownership of OEPs #135 (in progress)
• Add separate section for OEPs that are withdrawn/rejected/obselete/replaced  open-edx-proposals#427
• Enforce OEP-1 clause that all OEPs should be merged even if rejected/withdrawn open-edx-proposals#428
• Reword OEP-1 to be from a 3rd-person, role-agnostic point of view open-edx-proposals#429

I followed https://docs.github.com/en/issues/tracking-your-work-with-issues/linking-a-pull-request-to-an-issue to link my commits to my issues. My hope 🤞🏻 🤞🏻 🤞🏻 is that merging my PRs will automatically close my issue which will automatically tick the box next to the issue on this issue.
