Transfer the tutor-contrib-cc2olx plugin into the openedx organization.

Reasoning

This repository was created as part of the Common Cartridge Conversion Enhancement for OpedEdx Compatibility (FC-0063).

This plugin has been developed and made available on the Raccoon Gang organization's GitHub account to facilitate development.

Since the code base of the cc2olx converter is hosted by the openedx organization, we also want to move the tutor plugin for converting Common Cartridge to OLX format there.

@NiedielnitsevIvan - I notice there's no license file on the repo. Additionally, not all tutor plugins are hosted by openedx for example tutor-mfe is in the overhangio org. I'm going to check with my team on how we want to handle this situation.

I have added the Apache-2.0 license to the repository.
This project is a funded contribution to extend the supported content of Open edX and since cc2olx is in openedx we would like to move this plugin to Open edX to show that it is an official OeX extension.

Sounds good. Please make the nomination post and include that this repo will be moved into the Open edX organization. Once that post passes the nomination period and you're officially a maintainer, I can onboard you as a CC and move this repository.
