Please add @robrap [Robert Raposa] as a Core Contributor on the codejail-service repo.

Reasoning

Follow up to #1382. We have discovered friction with having only one CC on a repo, and are requesting to extend this access to Robert along with Tim. This is so that the Arch-BOM team can be efficient in their current workstream to containerize codejail. Thanks for your consideration!
