After learning more about XBlock assets, I realized that:
We do need to remove the special XModule asset handling in order to remove frontend tooling from edx-platform, because those assets are all tangled up with legacy LMS and CMS frontends.
We don't need to remove pure XBlock assets from the platform, because those are just simple standalone, static assets which can be served as-is, and don't require all the legacy frontend tooling.
