Move the scripts from ecommerce-scripts to edx-platform

Ticket origin

Acceptance Criteria

• Replace the script with a periodic github action in edx-platform that downloads, PRs and merges the update to the database.
• We'll also remove the script from the ecommerce scripts repository.

As far as I know, the only ones still in use after the transifex upgrades are the ones in the original ticket: https://github.com/openedx/ecommerce-scripts/tree/master/geoipupdate . If we wanted anything else, I think we should make a separate ticket for it.

As these complete, can you provide 2U a list of everything that actually moves via comments on the DEPR (for each of these types of tickets)? Thank you.
