Discover courses Page has no "My Courses" and "Programs" option in header #34884

When user landed on Discover screen there should be "My Courses" and "Programs" option if enabled. But even after enabling them, the options don't show in header.

I have enabled Programs but that is not visible on discover page header.

This is showing inconsistent UI
