Backport Library listing performance fix into Redwood

#34523 fixes a performance issue that makes the library listing endpoint unusable for teams that have access to hundreds of libraries. We should backport this to Redwood (cherry-pick the commit into a new branch and open a pull request from that to the open-release/redwood.master branch).
