Rationale

Node 18 will lose security support in Apr 2025, we want to drop support for Node 18 before then.

Removal

We'll remove testing on Node 18 and re-build all packages with Node 20.

Migration

The edx-platform code already supports running with Node 20 so operators that are not running tutor should update their edx-platform deployments to run using Node 20.
