The djangorestframework was previously pinned via the setup.py of this library. Make the library work with all versions between where it was and the latest.

RPNowv4 Support and interoperability with edx-when

Adds a switch to control several learner workflow changes to accommodate an upgrade RPNow version 4, one of edx-proctoring's supported backends.

Additionally alters some due date treatment to respect what our new due date subsystem, edx-when, says the due date should be.
