Replace Terraform with OpenTofu

This PR replaces Terraform with Open Tofu where it makes sense due to the license changes on Terraform's side. The PR, however, is not replacing any references to the Terraform registry. Also, it is not replacing “Terraform”, where the module name includes Terraform as well (like the AWS EKS Terraform Module).

Given that this is mostly references and example code on how to use terraform/opentofu and it does not require anyone changing the way they work I think we are safe to merge this.
