Describe the bug
The following warning is noted in the oEQ logs on start up:

[AlwaysRunningTask-com.tle.core.migration.impl.MigrationGlobalTask:com.zaxxer.hikari.HikariConfig.setInitializationFailFast()] - The initializationFailFast propery is deprecated, see initializationFailTimeout

To Reproduce
Steps to reproduce the behavior:

  1. Run 2020.1.6
  2. Review logs
  3. Note warning

Platform:

  • OpenEquella Version: [2020.1.6-OSE]
  • OS: [Linux]
  • Browser [Agnostic]

Additional context
The property doesn't look to be set in the code nor is it set in the hikari.properties. Does not look to be a blocker w.r.t. production use of oEQ.
