New UI - If a person doesn't have an existing UI 2 column portlet display, you can't drag to rearrange portlets in 2 columns #2846

Describe the bug
The system for ordering portlets doesn't work correctly in the new UI. If there is no two column layout pre-existing from the old UI, then a user won't be able to create one in the new UI.

In the old UI, users can reorder their portlets vertically as well as horizontally in either a one column or two column layout. In the new UI, you can only do this if currently in a two column layout - if in a one column layout you won't be able to drag a portlet to column two.

To Reproduce
Steps to reproduce the behavior:

  1. In the new UI, login as a user that can add portlets to their dashboard. Add a few portlets.
  2. Try to drag them into two columns. Note that this is not possible.

Expected behavior
In the old UI, users can reorder their portlets vertically as well as horizontally in either a one column or two column layout. This should also be possible from the new UI, regardless of whether you start in a one column or two column layout.
