Describe the bug
Putting a report link in Moodle. Set EXECUTE_REPORT permission with HTTP referrer.

When clicking on the link, being redirected to SAML SSO to authenticate and then returned an error saying user doesn't have the permission to execute report.

But for VIEW_ATTACHMENTS, user is authenticated and authorized correctly via HTTP referrer without SAML SSO. Attachments can be loaded without problem.

This happens on both 2020.2 and 2021.1.
