Configure Matomo to fuzz ip and use no cookie

To be more GDPR compliant we should use those options of Matomo.

Fuzzing ip is done in Matomo: https://matomo.org/docs/privacy-how-to/#step-1-automatically-anonymize-visitor-ips

While using no cookie is done on the script side (while generating the tag).

This ticket is open because this is not yet done on our secondary sites.
