We let users ask for account deletion in #3374.

But thanks to @john-gom (see openfoodfacts/openfoodfacts-server#6435), it is now possible to remove the account from the website.

We have to disable the account deletion forms and help users do it on the website.

Note: user self service removal is not yet deployed but it can be tested right now on .net environment.
