There are 4 official languages in Singapore, and government websites should allow switching between them.

While most projects will initially be in English, providing standardised capabilities to do language switching will speed up development when going to production.

@lamkeewei has suggested https://lingui.js.org/, Unless there is any objection, we should adopt it for ts-template.
