For personType unknownPerson and entityType unknownEntity do we require an unspecifiedRecord reason?

for the anonymous person/entity the codelist description includes "The reason for non-disclosure should be given in the accompanying unspecifiedEntityDetails field."

This isn't included in codelist descriptions for unknown. Maybe this isn't required in this case but just wanted to check as this surprised me.

I think "The reason for non-disclosure should be given in the accompanying unspecified[X]Details field." should be appended to the code descriptions for 'unknownPerson' and 'unknownEntity'.

That could be rolled into any work to address #389 .

There's a related question too: should we specify that the unspecified[X]Details field must only be used where the person/entityType is unknown or anonymous (and then add that to validation).

I don't see any reason to use this if a record isn't anon/unknown so yes that seems sensible to me
