fails to open mjpeg stream

Tried Videoio.CAP_ANY, CAP_FFMPEG, CAP_GSTREAMER, CAP_IMAGES... none work.
Meanwhile someone in irc#opencv said they could make it work with phython.
so I assume it's the repo, somehow.

This is due to ffmpeg not being included. Closing as duplicate of #74
