Submit URLs of

Sites where an individual asks for a review;
Sites where a court order is requiring a block

(That's a fairly limited number so can do as a start.)

If this is easy and WBM is flexible, we could add

All sites where we see a block by filters

Someone else has written some code to do this at https://github.com/kasramp/InternetWayBackMachine
