[Remote Vector Index Build] [Feature Request] Integration Testing Support

The remote index build feature takes a dependency on an external component to perform the vector index build operation. This makes it so that spinning up an OpenSearch cluster by itself is not sufficient to run integration tests and we also need a build service running in order to run all of the tests.

Once a remote index build service is available in https://github.com/opensearch-project/remote-vector-index-builder, we would like to be able to spin up both an OpenSearch cluster as well as a remote index build service within the same github action in order to run tests.
