Is your feature request related to a problem?
Currently we have numerous users who have read only access to many dashboards and visualization, they frequently request the ability to create short urls for use in Messages and Emails. We do not want to provide full write access to these users out of a concern that they might edit or otherwise make changes to the dashboards or visualizations.

What solution would you like?
Currently there is a predefined option to allow those with read only access to generate pdf's and pngs
reports_instances_read_access
Would it be possible to add an equivalent
short_url_read_access
That would allow read only users to make short urls without being able to create visualization, dashboards, or make any changes.

What alternatives have you considered?
We've considered attempting to create a plugin to provide a workaround option but would definitely be cleaner if this were an option for roles.

[Triage] This looks like a good feature request and IMO any read only user should be able to create short urls. Thank you for filing this request, marking as triaged.
