"Upgrade" suggestions

Description

As a user, I want to be aware of when the resource limits of the free tier are hindering me and be informed that upgrading to the paid tier will allow things to work.

Acceptance Criteria

• Show resource utilization on the system currently. Also show me the resource limits.
• Allow the user to see their OpenShift.io SaaS environment utilization.
• Allow the user to see their deployment environments and understand how much they are utilizing with every active deployment
• When the user tries to perform an action, like opening 2 che workspaces, that require more resouces then they are allocated a message should be displayed extolling the advantages to the paid tier.
• The upgrade path should keep all their data and configurations, seamlessly migrating them over to the paid tier with all the resources they need.
• When the system hits quota, notify me immediately in the UI as a user that I have hit quota and need to upgrade to paid tier in order to get more resources.
