IN API "launched" and changed URL to no longer have "beta" in it.

Changes API URLs in scrapers
Also fixes an issue where vote journal pages are convoluted to fetch
Take advantage of the API providing vote counts on roll call votes, checking against the numbers we parses out of PDF
