What problem does this feature solve

是否可以设置工具栏不随着编辑框上下滑动，编辑较长时，想使用工具栏，必须滑动到顶部。

你可以把工具栏与编辑器主体设置在相同的滚动容器内，为工具栏设置sticky定位

因为 quill 对工具栏的位置和编辑器同级，所以内部不方便实现这一点
