Gauging interest in DIDComm Reslover

This plugin is interesting but I'm not sure if anyone is interested. It's not had any updates in quite some time and it would require a pass to update it to a modern version of ACA-Py. Due to this and the general lack of interest, I'm thinking that we should perhaps not plan to move it to this repo, unless there's a party that's interested in it.

After the modernization pass, I don't think it would take too much to maintain it.
