luci-app-dockerman: cannot switch "Remote Endpoint" from true to false

Actual behaviour

Save failed when "Remote Endpoint" switch from true to false.

Expected behaviour

Save successfuly.

Steps to reproduce

1. Install luci-app-dockerman and dockerd
2. Go to Docker - Configuration
3. Enable "Remote Endpoint", set "Remote Host" to "127.0.0.1", set "Remote Port" to "2375", click 'Save & Apply'
4. Disable "Remote Endpoint", set "Docker Root Dir" to "/opt/docker/", click 'Save & Apply'

It's a bug of luci-compat, should bypass checking rmempty=false in option that do not satisfy depends.
