When aggregating spans into traces, a trace-timeout is evaluated as a way to mark a trace as completed.

This variable should be big enough to avoid breaking traces and affecting aggregation, but small enough to emit values frequently and have fresh aggregation.

A metric to count broken traces could help sites to evaluate how effective trace-timeout is.
