externalize the source/unpacker implementation

The logic under internal/source is something that would be of use to operator-framework/catalogd. Currently catalogd more or less copies the implementation from rukpak. It would be much nicer if this logic was externally available and catalogd could import and reuse this logic.

This issue has become stale because it has been open 60 days with no activity. The maintainers of this repo will remove this label during issue triage or it will be removed automatically after an update. Adding the lifecycle/frozen label will cause this issue to ignore lifecycle events.
