  1. spec: Fix missing drgn dependency on OL8 

    Users report that "dnf install drgn-tools" does not pull in the "drgn"
package. On investigation, for OL8, the "Requires:" line must be place
directly below the "%package" macro in order to apply to the drgn-tools
package.
