Load and Split Documents from Web not working

When launching the Populate Vector Store using a web source, the Sandbox stops:

On the command line, the error is as in the following screenshot:

URL was changed internally; was (they removed the oracle- in the pdf):
https://docs.oracle.com/en/database/oracle/oracle-database/23/vecse/oracle-ai-vector-search-users-guide.pdf

and is now:
https://docs.oracle.com/en/database/oracle/oracle-database/23/vecse/ai-vector-search-users-guide.pdf

Documentation to be fixed.
